This Policy & Procedure provides guidance on the involvement by Officers staff in fund raising events, where their participation is as a representative of Humberside Police. (See also ‘Gifts, Gratuities Donations and Hospitality (including Collections.))
The aim of this policy is to ensure that any member of staff engaged in any way with the raising of funds for any purpose – police or otherwise – is aware that they MUST always act so as not to harm his/her/their’ personal reputation or the reputation of the Force, and to safeguard the financial interests of those subscribing.
The Code of Ethics published in 2014 by the College of Policing requires us all to do the right thing in the right way. It also recognises that the use of discretion in Policing is necessary but in using discretion, states that you should, "take into account any relevant policing codes, guidance, policies and procedures into consideration."
This applies to all officers and staff of Humberside Police
1 Authority Levels
1.1 A Chief Officer must approve the setting up of any fund, whether charitable, profit making or non-profit making. (This does not apply to functions/events involving funds of a limited and minor nature, e.g. lottery, sweepstakes, raffles, football pools, savings syndicates, that are confined to members of a small office including leaving collections.).
1.2 A Chief Officer must approve any fund raising event, the organisation of which is not provided for within the terms of existing policies, and which necessitates the collection and distribution of amounts of money.
2 Information
2.1 Police Clubs and Community Based Projects
2.1.1 Community based projects may be run by Humberside Police which benefit from fund raising/donations. If the objects of the club/project are charitable then it may be necessary to register the project with the Charity Commissioners (www.charity-commission.gov.uk). Advice can also be sought from the Force Solicitor about charities and registration in general.
2.1.2 With the formation of a charity certain obligations and administrative burdens are placed upon the trustees. It is not the intention of Humberside Police to see a proliferation of small charitable projects within the Force.
3 Responsibility for and Audit of Funds
3.1 Generally, funds will be the responsibility of the ‘elected officials’ (those who are responsible for fund raising) and Commanders/Departmental Managers. The accounts will be audited by independent auditors as required by the rules. The audited accounts will be forwarded to the Chief Constable within three months of the end of the financial year
4 Substantial Events
4.1 Organisers of events, will prepare a balance sheet, duly audited by two persons not subscribers to the event fund, and this will be presented, as appropriate, to the Commander/Departmental Manager and then to the Chief Constable:
