The Freedom of Information Act requires a Publication Scheme to specify the classes of information the public authority already publishes or intends to publish. Our intention is to publish as much information as possible on subjects in which there is known to be public interest. However, exemptions under the Freedom of Information Act may prevent some information from being released

The Regional Procurement Team carry out procurement activities on behalf of the four forces of Yorkshire and the Humber (YatH); Humberside Police, North Yorkshire Police, South Yorkshire Police & West Yorkshire Police
Details of contracts currently being tendered
Tender opportunities are advertised on the Bluelight Emergency Services Procurement Electronic Tendering System. [Link] Registration is free and, as the site is a complete internet-based e-tendering solution, all suppliers need is internet access; no special software or equipment is required.
Once registered it will be possible to view and express interest in tender opportunities from YatH forces as well as those from other participating organisations. When registering, you are encouraged to upload relevant documentation about your organisation, for example health and safety policy, financial accounts, equal opportunities and diversity policies.
We make use of collaborative arrangements/contracts by joining with other PCCs and other public sector organisations to contract for a range of goods and services. These contract opportunities are advertised in the Official Journal of the European Union (OJEU), when appropriate, by the contracting authority leading the procurement process. List and value of contracts
In compliance with the Freedom of Information Act, we have made available a list of awarded contracts. Details currently include the name of contract, lead organisation, the value, the supplier and the start and end date of the contract. New agreements entered on the register will have a copy of the contract documentation attached, with the exception of information which is commercially sensitive and/or exempt from publication under the Freedom of Information Act. This list is updated on a regular basis as and when contracts are awarded, extended or expire. Expenditure over £500
The reports include those items where an individually invoiced amount to a cost centre exceeds £500. This information is published for each accounting month from January 2011 onwards.

Executive Decision Meetings
In recognition of the need to have regard to the public interest in allowing access to public information held, and in the publication of reasons for decisions made, ratified minutes of the ‘open' session of formal Force level decision making meetings are published. They contain discussion of key strategic issues under consideration and the primary decisions relating to resource and budgetary matters. Minutes of the 'closed' session are not available under this publication scheme. They contain information of a confidential and sensitive nature, e.g. personnel, security matters and commercial interests.
Details of approved Open session minutes of meetings of the Force’s Strategy Team are available on this. After twenty four months they will be removed and archived.

Our Policies and Practice Directions
Here you will find current statements of principle providing guidance and direction to staff in respect of specific issues or pieces of legislation. Our policies and practice directions establish the expected organisational behaviour in line with organisational objectives leading to a consistent approach to decision making. They set out broad expectations and the framework from which procedure flows.
It should be noted that some of the material in this Class contains exempt information which, in the public interest, should not be published. Where this occurs the material will clearly show where information has been withheld and explain what exemption has been applied and why. Typically information may be withheld if its release would compromise the health and safety of staff, investigations and proceedings or law enforcement more generally.
