If you wish to raise any comments or concerns you can do so in a variety of ways such as:

• Attending local meetings:-

Police Surgery. An opportunity for you to meet privately with a member of the neighbourhood team to discuss any policing issue of concern. This is a drop-in event so you may have to wait a few minutes.

Police and Communities Together Meeting. This is a public meeting where the police and other public authority representatives will be present. Its main purpose is to determine what the local priorities for action over the next three moths will be. It gives members of the public an opportunity to raise their concerns and influence those decisions.

Street Briefing. The whole neighbourhood team will be briefed on current problems in the area and tasked to deal with them. The public can meet with the officers and be informed about how they can help with these issues.

Police at Pocklington are circulating a request for vigilance following burglaries on the Allotments on "The Mile", Pocklington, committed overnight 25 / 26 January 2012. Sheds were entered and tools stolen.

Vehicle Crime Alert!

Overnight 12th to 13th January 2012, 6 vehicles in our area were entered and items stolen from 5 of these. Property stolen included power tools (drills), a chainsaw, a Sat Nav and a hammer drill. 5 offences occurred in Market Weighton (Northgate Vale, Sancton Road, Wold Avenue, York Road and Princess Road) and one in Barmby Moor.

Vehicle Safety Matters!

In October 2011, a designated patrol aimed at driver improvement in the Pocklington area was undertaken on the A1079 near Market Weighton by officers from the Roads Policing Unit of Humberside Police, in company with officers from my team, the force Vehicle Investigation Branch, VOSA, East Riding of Yorkshire Council and Customs and Excise. The following offences were dealt with: - 10 non endorsable fixed penalty tickets we issued for no seat belt. - 2 endorsable fixed penalty tickets were issued for speeding. - 2 drivers were offered driver improvement courses for using mobile phones whilst driving. - - 1 driver was offered a speed awareness course for a speeding offence. - Summonses were issued for driving other than accordance with a driving licence (1), no insurance (1) and speeding (2). - In addition, several vehicles were subject of prohibition notices.

Get Your Vehicle Ready For Winter

Now that the dark nights are upon us, the regular appearance of vehicles with one only headlight working shows up how many people aren’t considering a few simple checks before setting out on journeys. Bulbs blow on vehicles; it’s happened to all of us, but we do need to consider our safety when out on the roads, particularly at this time of year in the rural areas. And it’s not just headlamps that can catch us out. The cold and dirt of a winter’s day can put us at risk So here are a few suggestions that should help:

The High Street and immediate town centre area of Market Weighton, including Aspen Close, will continue to be targeted by patrols on an evening throughout February, with a view to reducing the potential for problems. Consideration will continue to be given to use of £80 fixed penalty notices for disorder, alcohol seizure and joint work with our partners at East Riding of Yorkshire Council to secure Acceptable Behaviour Contracts where appropriate. There is unlikely to be any discretion shown to offenders.

Offenders Brought to Justice Wolds Weighton Ward

- On 25th January 2012, an 18 year old female from Market Weighton received a Caution for Common Assault arising out of an incident in the town in October 2011.

- A 65 year old Wetwang male attended Hull Magistrates Court on the 20th January and a 10 year ASBO was imposed upon him.

- A female from Stamford Bridge was arrested for driving over the prescribed limit in the village on the evening of 18th January, 2011. She is currently on Police Bail pending further enquiries.

- A 16 year old Bielby male has received a Reprimand for Common Assault arising from an incident in the village in November 2011.

- A 16 year old Wilberfoss male has received a Reprimand for the Possession of Cannabis in Melbourne.

- On 6th January 2012, a 19 year old Market Weighton male was arrested for assault in the town. On 7th January 2012, he received a Caution for Common Assault.

- On 4th January 2012, a male from Wetwang was convicted on driving over the prescribed limit and received a 14 month disqualification.

- A 27 year old male was arrested and charged with driving over the prescribed limit in Market Weighton on the evening of 31st December, 2011.

- A 14 year old male has been summonsed for a racially aggravated offence under Section 5 of the Public Order Act.

- A 15 year old Market Weighton male has been charged with two offences under Section 5 of the Public Order Act, two offences of criminal damage and one offence of theft, arising out of incidents in Market Weighton in July and November 2011.

- A male was arrested and charged with driving over the prescribed limit in the Pocklington area during the early hours of 25th December 2011.

- A male from Warter has been charged with breach of a restraining order (issued under the Harassment Act) following an incident in the village on 23rd December 2011.

- On 22nd December 2011, two males from Hull and another male from Hull were charged under Section 4 of the Public Order Act and with Common Assault (with the latter also being charged with Criminal Damage) following an incident on the Full Sutton Industrial Estate in November 2011.

- On 22nd December 2011, a male from Wetwang was charged with driving over the prescribed alcohol limit.

- On 21st December 2011, two males were arrested in the Market Weighton area in relation to a theft offence in the Hull area.

- A 45 year old Market Weighton male has been cautioned for a theft offence committed in the town in November 2011.

- A 19 year old Market Weighton male has been charged with possession of M-CAT, two offences of criminal damage and an offence under Section 5 of the Public Order Act relating to incidents in the Market Weighton area in July and November 2011.

- On 4th December 2011, two males from Market Weighton were arrested and charged with taking a motor vehicle without the owner’s consent.

- Between June and August 2011, there were a large number of shed burglaries committed at allotments across the East Riding of Yorkshire, most noticeably at Pocklington, Driffield, Bridlington, and Howden. Large quantities of tools and equipment including rotivators, lawnmowers hedge trimmers and rollers were stolen. Following extensive enquiries and the involvement of the divisional Proactive Team a male was arrested in Scarborough and a large quantity of property was recovered. The investigating officers then commenced the laborious task of trying to identify the owners of the property, arranging a number of public viewings. Consequently the officers were able to charge the male with 20 offences of burglary.

On 20th November 2011, a 38 year old female from the Darlington area was arrested for driving a motor vehicle over the prescribed alcohol limit. She has subsequently been charged with the offence.

- On 17th November 2011, three males from Hull were arrested for affray following an incident on Full Sutton Airfield. They are currently on Police Bail.

- On 15th November, a male was arrested in connection with a racially aggravated public order offence and the possession of an offensive weapon, following an incident in Market Weighton. He is currently on Police Bail pending enquiries.

- A male from Market Weighton has recently been summonsed for dangerous driving arising from an incident in the area in July 2011.

- During the early hours of 11th November 2011, a 32 year old male was arrested for common assault in Sancton. He subsequently received a caution.

- On 31st October 2011, a static road check was run on the A1079 near Market Weighton jointly by Humberside police Roads policing Unit, VOSA and Customs and Excise, with assistance from officers of the Pocklington and Wolds Weighton Neighbourhood Policing Team. The following offences were disclosed during the day: 79 vehicles were checked. On 52 of these, defects were found. 13 Vehicle Defect Forms, 9 Non Endorsable Fixed Penalty Notices, 1 Fixed Penalty notice for no insurance, and 3 graduated Fixed Penalty notices were issued during the day. 10 vehicles were subject of Prohibition Notices and one offence of illegal use of red diesel was disclosed.

- On 28th November 2011, a Market Weighton male was arrested and subsequently issued with an £80 Penalty Notice for Disorder for being drunk and disorderly following an incident in the town centre

- On 24th October 2011, a male was arrested in Shiptonthorpe on suspicion of the attempted theft of a motor vehicle.

- On 21st October 2011, a male from Wetwang again appeared at Hull Magistrates’ Court in relation to an ASBO hearing. The case was adjourned until 20th January, 2012 and an Interim ASBO continued.

- During a designated patrol aimed at driver improvement in the Pocklington area undertaken by officers from the Roads Policing Unit of Humberside Police during 20th October 2011, the following offences were dealt with: 10 non endorsable fixed penalty tickets we issued for no seat belt, 2 endorsable fixed penalty tickets were issued for speeding, two drivers were offered driver improvement courses for using mobile phones whilst driving, and another was offered a speed awareness course for a speeding offence. Summonses were issued for driving other than accordance with a driving licence (1), no insurance (1) and speeding (2). A suspect was also arrested for theft and criminal damage.

- On 20th October 2011, two females from Broomfleet were charged with Handling Stolen Property, arising from a theft of tack committed in Sancton in March this year.

- A male was arrested for driving over the prescribed limit in Market Weighton on the evening of 17th October 2011.

- A 20 year old Shiptonthorpe male has been placed on the Driver Improvement scheme following a Road Traffic Incident in Warter on 30th September 2011.

- On 3rd October 2011, a 35 year old female from Hull was charged with 8x shop theft offences occurring between 24/06/11 and 05/07/11 at the Tesco Stores, Market Weighton involving the theft of computer games. She was also charged with obstructing a Police Officer.

- On 3rd May 2011, an incident occurred at HMP Full Sutton where an inmate sustained a severe neck wound as a result of an attack by another inmate. Following a thorough investigation a male has been charged with attempt murder.

- A 41 year old male from the Melbourne area has been charged with driving over the prescribed limit arising from an incident in the village on 2nd October 2011.

- A 19 year old Market Weighton male was arrested in the town in possession of suspected controlled drugs during the early hours of 30th September 2011. He has been bailed pending further enquiries.

- A male from Wetwang has appeared at Hull Magistrates Court in relation to an ASBO hearing. The matter has been adjourned until 21st October 2011 and he has been placed on an interim ASBO.

- A 14 year old male from Market Weighton was arrested for shop theft in the town on 25th September, 2011.

- A 37 year old male from West Yorkshire was arrested in Market Weighton for Going Equipped to Steal and Possession of a Controlled Substance during the early hours of 16th September 2011. He has been bailed in connection with these offences and in relation to a domestic burglary in Market Weighton committed on 15th September 2011.

- A 77 year old Market Weighton female has been charged with driving over the prescribed limit following a stop / check in the town on 2nd September 2011.

- On the 29th August 2011, in Market Weighton, two males were arrested in connection with an assault. Both males were interviewed and released on police bail.

- On 28th August 2011, a 33 year old male was arrested for being drunk and disorderly at Kilnwick Percy, near Pocklington.

- A 20 year old Market Weighton male has received an £80- Fixed penalty Notice for criminal damage committed in the town overnight 5th / 6th August, 2011.

- On 25th August 2011, a 20 year old Market Weighton male was arrested for Common Assault and Criminal Damage in the town. He was charged with both offences.

- On 24th August 2011, a male from Allerthorpe was arrested in Market Weighton in respect of two warrants issued by Beverley Magistrates’ Court for failure to attend court.

- On 17th August, 20011, a male from Warter appeared at Beverley Magistrates’ Court in relation to a charge of Harassment from earlier this year. He was found guilty of the charge and was sentenced to a 2 years’ conditional discharge, a Restraining Order was imposed, and he was ordered to pay £620 court costs.

- On 17th August, 2011, two males from Market Weighton were arrested on suspicion of possessing Class A drugs. They were street bailed pending further police enquiries

- During the morning of 15th August, 2011, three males from Hull were arrested in respect of a theft in the Hornsea area. Enquiries are underway to ascertain any possible involvement with recent thefts of lead and copper from church roofs in the Market Weighton area committed in mid-August.

- On 10th August 2011, a 25 year old Market Weighton male was issued with an £80 Penalty Notice for possession of cannabis following a stop / check in the town.

- On 15th June 2011, a number of young people were travelling together in their cars when they turned into a track known as Clay Lane in order to turn round. As they manoeuvred a local resident came out with an air rifle and fired several shots at the cars. Pellets entered 2 of the cars and one struck a 17 year old girl in the neck lodging itself close to the main artery. The girl later underwent surgery to have the pellet removed. A man was arrested and a high powered air rifle was seized. He was subsequently charged with causing grievous bodily harm with intent and attempting to cause grievous bodily harm.

- On 24/11/2010 a siege occurred at the HMP Full Sutton where an inmate was held hostage by two fellow prisoners. As a result of lengthy negotiations the prisoner was released unharmed. Following a protracted investigation the two offenders were charged with false imprisonment and assault.

- On 3rd August, 2011, a male was arrested in Market Weighton in connection to a shop theft. The male was interviewed and admitted the offence. He received a fixed penalty notice.

- On the 3rd August 2011, a male was arrested for a theft in Market Weighton. He was interviewed and received a Fixed Penalty Ticket.

- On the 3rd August 2011, a male was arrested in connection to a shop theft in Market Weighton. He was interviewed and charged with the offence.

- A 20 year old male from Shiptonthorpe has received a Section 59 Police Act causing harassment, alarm and distress with a motor vehicle, following an incident in Market Weighton on the evening of 8th July, 2011.

- Two males from Market Weighton (aged 19 and 16 years respectively) were arrested on the M62 for Possession with Intent to Supply Controlled Drugs on 13th July, 2011. They are currently on Police Bail.

- A 15 year old Market Weighton male has been summonsed for two offences of shop theft in committed in Market Weighton in July, 2011.

- A 39 year old Market Weighton male has been issued with an £80 Penalty Notice for theft from a supermarket in the town on 8th July, 2011.

- An 18 year old Pocklington male has been convicted of theft of wheel trims from a motor vehicle in Market Weighton committed in June, 2011.

- A 24 year old male from Leeds has been charged with theft from a motor vehicle at Millington Woods committed on 17th June, 2011.

- Two males have been charged with Common Assault arising out of an incident at Full Sutton Prison in February, 2011.

- A 45 year old male from York was issued with an £80 Penalty Notice for Disorder in relation to an offence of Criminal Damage in Market Weighton committed during the morning of 20th June, 2011.

- A 41 year old male from Market Weighton was arrested for Section 18 Assault (Grievous Bodily Harm) following an incident in Market Weighton on the evening of 15th June, 2011.

- An 18 year old male from Bishop Burton has received a warning under Section 59 of the Police Act (causing harassment, alarm or distress with a motor vehicle) arising out of an incident on 2nd June 2011.

- A 40yr old male was charged with Criminal Damage and Harassment in relation to an incident in Market Weighton in May, 2011.

- A 17 year old male from Everingham has received a Reprimand for possession of cannabis.

- 4 Fixed Penalty Notices were issued for speeding and another offender was referred for a Speed seminar arising out of checks in the area of the B1228 at Melbourne on 29th May, 2011.

- During the evenings of 16th and 17th June, 2011, a Young Drivers’ Initiative aimed at highlighting road traffic offences and improved driving, was jointly run by Safer Roads Humber and the Pocklington and Wolds Weighton Neighbourhood Policing Team across both of our wards. In addition to a number of verbal warnings and general advice being given, 5 people were issued with Fixed Penalty Notices for using mobile phones whilst driving, and another driver was reported for summons for the manner of his driving, with a Young Driver’s Referral being recommended.

- A male attended Beverley Magistrates’ Court on 10th March, 2011 in relation to two offences of Common Assault, Criminal Damage and threats to commit damage arising of an incident in Market Weighton on 1st January, 2011 and pleaded guilty to the above charges. He was sentenced to a two year conditional discharge, two year Referral Order mirroring previous bail conditions, £100 compensation to the victim and £85 court costs.

- A 28 year old male from Bradford was given a formal warning for cannabis possession arising out of an incident in Full Sutton on 5th March, 2011.
- A 44 year old male from Market Weighton was arrested for driving over the prescribed limit following an incident in the town on 23rd May, 2011.

- A 17 year old male from Everingham has received a Reprimand for Possession of Cannabis arising out of an incident near Millington on 17th May, 2011.

- A 16 year old male and a 14 year old male, residing in the South Yorkshire area, were arrested on 20th May, 2011 in relation to a burglary committed at the Market Weighton Tennis Club the previous day. They are currently on Police Bail.

- A 70 year old male from Warter has been charged with Harassment arising out of an incident in the village.

- A male from Allerthorpe and a male from Pocklington have been charged with Section 18 Assault (Grievous Bodily Harm) arising from an incident in Market Weighton in November, 2010.

- A 46 year old male was arrested for indecent exposure following an incident in Market Weighton on 2nd May, 2011.

- A 21 year old male from Allerthorpe and a 16 year old male from Pocklington have been charged with criminal damage.

- A 21 year old Market Weighton male had his vehicle seized under Section 59 of the Police Act, following an incident in Sancton on the evening of 29th April, 2011.

- A 19 year old Market Weighton male has been charged with two offences of Affray arising from an incident in licensed premises in the town in February, 2011.

- Following complaints regarding vehicles in the vicinity of the B1228 around the York Dragway events, Roads Policing officers were deployed to the area over the 1st and 2nd May. The following is a summary of work undertaken in response to public concerns:

- A 17 year old male from Holme on Spalding Moor was issued with an £80 Penalty Notice for Disorder for causing harassment, alarm and distress, arising out of an incident in High Street, Market Weighton on the evening of 25th March, 2011.

- A 14 year old Market male was interviewed regarding a Common Assault which occurred in the town on 7th March, 2011. He was cautioned.

- Two males from Market Weighton (aged 19 and 14 respectively) and a 16 year old female from the town were arrested on the evening of 21st March 2011 for Criminal Damage to two cars. The 14 year old was subsequently charged with these offences and the 19 year old charged with Possession of Cannabis and with Purchasing Alcohol for Under 18s. The 14 year old was also in breach of a curfew imposed by Beverley Magistrates Court.

- On the 18th March 2011, the same two males from Market Weighton (aged 19 and 14 respectively) were convicted of burglary to commercial premises in the town, both receiving community orders.

- A 35 year old male was convicted at Hull Crown Court of cultivating cannabis at an address at Market Weighton following the execution of a warrant under the Misuse of Drugs Act, 1971 in January this year. He received 18 months imprisonment.

- A 19 year old male from Sancton has been given a warning under Section 59 the Police Act (using a vehicle to cause harassment, alarm or distress) arising out of an incident on Londesborough Road, Market Weighton on 18th March, 2011.

- A male from Slough has been charged with driving over the prescribed alcohol limit, following an incident in Shiptonthorpe in February, 2011.

- Two males (one from Allerthorpe; one from Pocklington) have been arrested, interviewed and bailed in relation to criminal damage to a field of turf that occurred in Allerthorpe on 6th March, 2011.

- A female from Bishop Wilton was arrested for driving over the prescribed limit following a road traffic incident near Meltonby on 12th March, 2011.

Daytime Shifts

Police Community Support Officers will be paying close attention to parking issues in the Market Weighton Town area following complaints from the general public. In response to these complaints, fixed penalty notioces will be issued where appropriate.

Evening Shifts

Attention will be paid to Market Weighton town centre and Aspen Close in response to sporadic youth problems at these locations. Particular emphasis will be on Friday and Saturday evenings.

Previous Priorities

June

Red Lane Bridge, Goodmanham. Youths causing annoyance on an evening:

This location was regularly checked on evening patrols during May. No alcohol has been found. However, the area continues to be one raised locally, with concerns raised about youths gathering in the area of Red Lane Bridge. With the onset of lighter evenings and the half term period, this location will continue to be checked on evenings throughout May and consideration will be given to use of £80 fixed penalty notices for disorder, alcohol seizure and joint work with our partners at East Riding of Yorkshire Council to secure Acceptable Behaviour Contracts where appropriate.

Speeding on the B1228 (General Lane) at Melbourne.

Following complaints regarding this location, speed checks will continue to be made during June. Following a concerted campaign of enforcement by the Neighbourhood Policing Team, supported by the Roads Policing Department, we are this month looking at working jointly with the management of the Melbourne Airfield to deal with specific complaints in relation to event days during the summer. Enforcement work will continue throughout June in support of this.

Aspen Close, Market Weighton – Youths Causing Annoyance on an evening

During May, calls for service have been received at this location and a local youth spoken to in relation to an incident involving alleged cruelty to ducks near this site. Regular checks have been made on an evening. The area remains the central point for groups gathering, particularly on a weekend and will continue to be subject to regular checks by evening patrols during June in order to reduce the potential for problems. Consideration will be given to use of £80 fixed penalty notices for disorder, alcohol seizure and joint work with our partners at East Riding of Yorkshire Council to secure Acceptable Behaviour Contracts where appropriate.

However, the area continues to be one raised locally, with concerns raised about youths gathering in the area of Red Lane Bridge. This location will continue to be checked on evenings throughout May and consideration will be given to use of £80 fixed penalty notices for disorder, alcohol seizure and joint work with our partners at East Riding of Yorkshire Council to secure Acceptable Behaviour Contracts where appropriate.

During April, there have been two calls for service at this location and 13 checks made on an evening. The area remains the central point for groups gathering, particularly on a weekend and will continue to be subject to regular checks by evening patrols during April in order to reduce the potential for problems. Consideration will be given to use of £80 fixed penalty notices for disorder, alcohol seizure and joint work with our partners at East Riding of Yorkshire Council to secure Acceptable Behaviour Contracts where appropriate.

Speeding on the B1228 (General Lane) at Melbourne.

Following complaints regarding this location, speed checks will continue to be made during May. During April, 23 endorsable fixed penalty notices were issued by the Neighbourhood Policing Team in respect of speeding offences at this location. Further work will continue into the spring in conjunction with our colleagues in the Roads Policing Department, particularly on the advertised race days on the nearby Melbourne Airfield. Parking Issues High Street and Londesborough Road, Market Weighton.

Action: These areas have been routinely checked during February at various times of the day and evening. Two endorsable fixed penalty notices have been issued in respect of offences disclosed and work is underway to follow up a report of nuisance driving committed on Londesborough Road on the evening of 25th February with a view to a warning under Section 59 of the Police Act (causing harassment, alarm and distress with a motor vehicle) being considered. Periodic checks will continue.

Aspen Close, Market Weighton – Youths Causing Annoyance on an evening

Action: This area was patrolled regularly throughout February and these will continue through March.

Speeding on the B1228 (General Lane) at Melbourne

Action: The site was check during February but no offences were revealed. However, the recent icy weather has, we believe, reduced problems and it is felt that the situation needs further monitoring as the weather improves and events begin to take place at the nearby airfield. Speed checks will be run through March.
