The dedicated Neighbourhood Policing Team is based at the The Box, 1a Redlands Drive Kirk Ella and forms part of the larger Cottingham area team. Please note that the station is not open 24 hours a day but public surgeries are held most Tuesdays and Thursdays from 2pm-4pm, when members of the public are welcome to drop in and ask for advice.

The area is covered by Neighbourhood Police Officer(s) and Police Community Support Officer(s) as shown below. They are supported by dedicated Incident Response Staff and a number of Special Constables.

If you wish to raise any comments or concerns you can do so in a variety of ways such as:

• Attending local meetings:-

Police Surgery. An opportunity for you to meet privately with a member of the neighbourhood team to discuss any policing issue of concern. This is a drop-in event so you may have to wait a few minutes.

Police and Communities Together Meeting. This is a public meeting where the police and other public authority representatives will be present. Its main purpose is to determine what the local priorities for action over the next three moths will be. It gives members of the public an opportunity to raise their concerns and influence those decisions.

Street Briefing. The whole neighbourhood team will be briefed on current problems in the area and tasked to deal with them. The public can meet with the officers and be informed about how they can help with these issues.

Have a Dabble Update

“Have a Dabble” Update The first Have a Dabble Day on Monday 26th July 2010 was a great success with upwards of 25 young people participating in the range of activities available. In response to the initiative Radio Humberside broadcast live from the Skate Park at the Sports Centre promoting the event for the following Monday.

Shed Burglary Warning

Recently the Hessle area amongst others have suffered from burglary to sheds. The property that seems to be sought are high value cycles. We would ask that you review your security on your sheds and also consider marking or post coding your cycles. Another useful tool for the police would be to make a note of any frame numbers or serial number, name, type and colours of the cycle including any distinctive marks etc., This is very useful information in the sad event that your cycle is stolen as often owners cannot give the police any of this information when recording a theft. The school holidays has seen a decline this year in calls for anti social behaviour from youths. This seems to be the same across the neighbourhood cluster. The team are overjoyed regarding this matter and believe this maybe due to the teams been seen in the relevant YCA areas on a regular basis.

Help For Heroes Charity Walk

The “Help for Heroes” Charity Walk raised £1100 on the day with further individual sponsorship still to collect a successful and rewarding outcome for all participants and future recipients.

Graffiti: The main sites in which we experience graffiti are on the King George V playing fields, Gorton Rd, Willerby. The sports pavilion in this location has on occasions had graffiti sprayed on it and in the immediate area. In addition small sites have been found around the Haltemprice Sports Centre particularly around the Five-a-side Courts.

The Sports Pavilion was cleaned up using high pressure hoses and duly painted. This has left the area tidy and in a presentable and acceptable state of repair. This clean up was carried out on Thursday 13th May 2010 and was carried out by the Community Payback Team. We also liaise closely with local schools arts departments and the local press by publishing Graffiti images in the Hull Daily Mail with a view to identifying the culprits. It is also possible to match Graffiti “Tags” to school pupils due to their practise at the “Tags” on school stationary. As a neighbourhood team we also carry out high visibility patrols in the historical graffiti sites in an attempt to prevent sites being used by offenders.

The neighbourhood Team at Kirkella have liaised with the British Transport Team and shared information in relation to Graffiti Tags on which the British Transport Team already have identified perpetrators. The information has identified similar tags and graffiti in our local area and positive action will be taken if specific tags identify offenders.

Speeding: We have received recent reports from members of the public regarding speeding in the Wolfreton Road/Aston Road and Springfield Way areas of Anlaby. An assessment and profile of the perceived speeding will be carried out in due course and if this highlights offending motorists prevention and enforcement will be implemented proportionately and in line with road safety objectives.

Anti – Social Behaviour

A pro-active response to under age alcohol sales has recovered a number of False ID cards used by persons attempting to purchase alcohol under the age limit in contravention of the Supermarkets alcohol sales policy. We also monitor the Supermarket CCTV footage when we have been made aware of persons who have become abusive when they have been refused alcohol due to their age and demeanour. Images will and can be published so that persons responsible can be held to account for their actions and behaviour.

On 15th July 2010 Police Community Support Officers and Neighbourhood Beat Officers attended at Wolfreton Upper School Sixth Form in relation to an identity card amnesty. No identity cards were handed in but advice was offered to possible perpetrators that positive action would be taken if persons were found trying to purchase alcohol in local retail establishments with false identification.

Update on previous priority: Anti Social Behaviour is always an on-going problem and as we move into the summer nights we are aware that this problem can increase. This problem is on occasions amplified by the perpetrators use of alcohol and controlled substances. A scheme targeting the abuse local supermarket staff suffer when they refuse to serve alcohol due to their 25 year/plus Alcohol sales policy is identifying local youths who are the main offenders.

Offenders Brought to Justice

Update

During this month 4 persons were dealt with – four theft from shops. These shops were Waitrose x 2, Homebase and Lidl. The offenders were either charged or dealt with by means of fixed penalty notice. Two offences of public order were dealt with, one in Kirkella where the police attended after a male refused to leave a public house and after a further abuse to staff and public alike this male was arrested and later issued with a fixed penalty notice.

Further offence of public order was dealt with in the Willerby area after members of the public complained of a male shouting abuse in the street. The police attended and he was arrested and later charged with a public order matter. Further to this, and again in the Willerby area, a male was arrested for burglary in a dwelling and was later charged and is awaiting court.

Other arrests include a male found in possession of an item in which he was later charged with going equipped to steal. This again occurred in Willerby and the male is to appear at court. As well as this the police dealt with an offence of assault where a male received a caution and a further offence of theft from motor car where the offender was caught and subsequently charged.

Patrol times & areas

Patrol Times, Locations & Strategy.

Patrols are directed to areas determined by calls for service. The areas of importance at present are all our car parks, in relation to vehicle crime, King George V playing fields, Haltemprice sports centre area, Under age drinking and Drinking in designated areas , this will allow high visibility patrols to give reassurance to residents suffering with anti social behaviour. This strategy will also allow a presence for any incidents which have been occurring in the same area.

Early and Late Turns

Aim to achieve community engagement patrols at locations such as schools, commercial premises and retail outlets.

To pay attention to areas identified for anti social behaviour, Car Crimes and drink related problems e.g King George V playing fields, Car Parks

Early Turn and Late Turn officers will patrol the area surrounding the Pavillion at KG5 Playing field and local hotspot areas that are identified as Graffiti spots. Weekends and early evening hours will be ideal times for patrols to attend such areas due to the nature of the problem and general lack of members of the public in these areas at the offence times

Early Turn and Late Turn Patrols will be available as a High visual presence in all Hotspot areas identified as having Anti Social Behavior problems.

Speed prevention was carried out on Friday 25th June 2010 by the Local Neighbourhood Team on Aston Rd, Willerby. A number of vehicles passed the visual speed display static sign and some vehicles gave indications of excessive speed. In excess of 50 vehicles were checked in a half hour period around rush hour and only a small minority exceeded the 20 mph speed limit in this location. Advice letters will be forwarded to registered keepers in the first instance and enforcement will take place in the future if the speeding issues continue.

Graffiti

Action: Since our last update we are in the process of organising a clean up day in our area. This will be in partnership with safer communities and in essence will help to smarten up the general area and clear away the graffiti which blights certain areas. Prior to this, photographs are being taken by your team in an effort to build up a folder of graffiti tags and general graffiti which we can keep on record and make every effort through the media and local schools to identify the offenders. Unfortunately this problem is not unique to our area and is very much ongoing in many other areas of the country. With this in mind as well as going into our schools to try and positively identify the offenders we are also in the process of speaking to the local schools in relation to setting up visits to speak with pupils in relation to re-educating them not to commit these offences.

Speeding

Action: If you remember from our previous update we mentioned at great length where the speed board had been deployed in your area. In essence since that last update we have had no further complaints from our residents in relation to speeding vehicles. Saying this we remain vigilant and aware that this problem could and quite often does crop up. With this in mind and with help of our colleagues within the roads policing department we have arranged for two local special constables to attend the pro laser course so that when any offences are committed we can utilise our colleagues in the special constabulary and pro actively react to this problem.

Anti Social Behaviour

Action: We have dealt with several offences of Anti Social Behaviour throughout this month and have sent 3 Fairway Letters to the offenders as well as seizing alcohol on 2 occasions.

We continue to have a good working relationship with Wolfreton School and are constantly liaising with the school in an effort to educate the pupils in how to behave when not on school premises. We continue to have strong links with our local stores and will not tolerate Anti Social Behaviour towards stores staff.

We continue to run Twilight football on Friday Evenings in term time only between 1930hrs and 2100hrs at the local Haltemprice leisure centre in an effort to get the youth of the area into sport.

Graffiti

Action: Since our last update we are in the process of organising a clean up day in our area. This will be in partnership with safer communities and in essence will help to smarten up the general area and clear away the graffiti which blights certain areas. Prior to this, photographs are being taken by your team in an effort to build up a folder of graffiti tags and general graffiti which we can keep on record and make every effort through the media and local schools to identify the offenders. Unfortunately this problem is not unique to our area and is very much ongoing in many other areas of the country. With this in mind as well as going into our schools to try and positively identify the offenders we are also in the process of speaking to the local schools in relation to setting up visits to speak with pupils in relation to re-educating them not to commit these offences.

Speeding

Action: If you remember from our previous update we mentioned at great length where the speed board had been deployed in your area. In essence since that last update we have had no further complaints from our residents in relation to speeding vehicles. Saying this we remain vigilant and aware that this problem could and quite often does crop up. With this in mind and with help of our colleagues within the roads policing department we have arranged for two local special constables to attend the pro laser course so that when any offences are committed we can utilise our colleagues in the special constabulary and pro actively react to this problem.

Anti Social Behaviour

Action: We have dealt with several offences of Anti Social Behaviour throughout this month and have sent 3 Fairway Letters to the offenders as well as seizing alcohol on 2 occasions.

We continue to have a good working relationship with Wolfreton School and are constantly liaising with the school in an effort to educate the pupils in how to behave when not on school premises. We continue to have strong links with our local stores and will not tolerate Anti Social Behaviour towards stores staff.

We continue to run Twilight football on Friday Evenings in term time only between 1930hrs and 2100hrs at the local Haltemprice leisure centre in an effort to get the youth of the area into sport.
