Welcome to Cottingham North

The dedicated Neighbourhood Policing Team is based at the Police Station at The Lawns, Harland Way, Cottingham and forms part of the larger Cottingham area team. The Cottingham North Neighbourhood Policing Team covers the same area as the Cottingham North Ward. The area includes The Lawns, New Ings, Dunswell and Keldgate areas. The 2001 census revealed that there were 3,361 households of which 8,871 people were 4,246 males and 4625 females. There are three schools, one secondary and two primary. There are five public houses, four of which are situated in the village centre, the other being in Dunswell. The main employers in this ward are Swift Group Ltd (caravan manufacturer) and Hull and East Yorkshire Hospital NHS Trust at the Castle Hill hospital.

The area is covered by Neighbourhood Police Officer(s) and Police Community Support Officer(s) as shown below. They are supported by dedicated Incident Response Staff and a number of Special Constables.

• Attending local meetings:-

Police Surgery. An opportunity for you to meet privately with a member of the neighbourhood team to discuss any policing issue of concern. This is a drop-in event so you may have to wait a few minutes.

Police and Communities Together Meeting. This is a public meeting where the police and other public authority representatives will be present. Its main purpose is to determine what the local priorities for action over the next three moths will be. It gives members of the public an opportunity to raise their concerns and influence those decisions.

Street Briefing. The whole neighbourhood team will be briefed on current problems in the area and tasked to deal with them. The public can meet with the officers and be informed about how they can help with these issues.

Keep Our Historic Churches Safe

Police in the Cottingham area are urging the public to be on their guard in the fight against theft and vandalism aimed at churches. Since 1st September 2009 there have been 20 offences where lead has been stolen from church roofs in the East Riding of Yorkshire. In many cases the removal of lead from the church roof will cause thousands of pounds worth of damage, particularly when the church is then left open to the elements. One of the reasons for this spate of offences is due to the rising value of scrap metal.

This event was well attended by local residents and has been deemed as a very successful day by all members of the Cottingham Neighbourhood Policing Team. This event passed without any incidents that caused us concern and was enjoyed by us as well as the attending members of the public.

Issue: - High Viability Patrols – One of our main aims as a Neighbourhood Policing team is to conduct regular high visibility patrol in and around the Cottingham area on foot and in car. This is with a view to reducing crime, Youths causing annoyance and keeping regular contact with members of our community. Concerns in relation to us not been seen out on patrol have been raised at our Police and Partners Community Forum meetings. This gives us the opportunity to let our community know where and when we have been patrolling.

Update on previous priority: Consumption of alcohol in no drinking zones – We have removed this priority as problems of this nature reduced dramatically in recent months to an acceptable level. So far this year only 2 alcohol seizures have been made we believe largely due to our efforts in this area. Although this priority has been removed we will still continue to monitor this problem and deal accordingly with any one found drinking in these areas or underage.

Car parks are often targeted by local criminals targeting vehicles with items such as satellite navigation systems, laptops, mobile phones and hand bags, left on display in vehicles for all to see. Car parks monitored in the Cottingham North area are Total Fitness, Cottingham Golf Club, Lazaats, The Lawns and Needler Hall amongst others. Regular evening patrols of these car parks are been carried out, any vehicles found with items on display will be recorded by us and a letter sent to the vehicle keeper, educating them in crime prevention. Any suspicious individuals found on these car parks by officers will be stop searched and asked to account for their presence in that area. Checks of this nature have been carried out across the East Riding for a number of months now and we are already starting to see a drop in the amount of letters needed to be sent and the amount of vehicle crime committed in these areas.

Update on previous priority: Cycles without lights during hours of darkness- Due to the nights now getting lighter this priority has now been removed. A number of projects have been ran by PCSO Bentley with local schools to check that pupil’s cycles are safe and have lights fitted. Any pupils whose cycles have been found to be unsafe have received letters from the police and the school, giving pupils and their parent’s advice in relation to the condition of the cycle. Should this advice be ignored a decision has been made that the pupil would no longer be permitted to travel to school on cycle, in the interests of their and other road users safety.

These car parks are checked sporadically during each evening by members of the Neighbourhood team. As a result of these checks throughout March the following letters have been sent to vehicle keepers on listed dates. All for vehicles parked in the above mentioned car parks in the Cottingham Area.

Action for July 2010.

So far at the time of writing this report 22/07/2010 we have suffered 1 x offence of theft from a motor vehicle from these car parks.

PUBWATCH INFORMATION – We have currently 22 people who are banned from pubs in the Cottingham area as part of the Pub watch scheme. The pub watch members meet each month with the police to discuss any incidents of disorder which have occurred in their premises and discuss any other issues which effect their ability to provide a safe and enjoyable environment for patrons.

Patrols are directed to areas determined by calls for service. The areas of importance at present are all our car parks, in relation to vehicle crime, King George V playing fields, Cottingham centre in relation to anti social behaviour, under age drinking and drinking in designated areas, this will allow high visibility patrols to give reassurance to residents suffering with anti social behaviour. This strategy will also allow a presence for any incidents which have been occurring in the same area.

Regular evening patrols of these car parks are carried out, any vehicles found with items on display will be recorded by us and a letter sent to the vehicle keeper, educating them in crime prevention. Any suspicious individuals found on these car parks by officers will be stop searched and asked to account for their presence in that area. Checks of this nature have been carried out across the East Riding for a number of months now and we are already starting to see a drop in the amount of letters sent and the amount of vehicle crime committed in these areas.

Consumption of alcohol in no drinking zones

Most of our seizures have been made on the King George V playing field, which is visited whenever possible by officers from Cottingham neighbourhood team. We are prioritising patrols in these areas, at affected times taking positive action. It is our intention that this will send out a clear message to people drinking in these areas, that this behaviour will not be tolerated.

This matter is also been looked into by East Riding Council and their Safe communities team along with the friends of King George V friends group who are actively involved in the running of the park.

We are looking to keep control of the minority causing problems in this area and look into ways of improvements to the park in a view to reducing these types of problems on a long term basis.

Since this priority was arranged Safe Communities (ERYC) have been and fitted a number of no drinking signs around the designated no drinking areas.

PCSO Bentley has visited a number of licensed retail premises, issuing and training their staff with equipment to identify fake I/D cards. This is following 2 x such cards been seized from youths in the village.

(PCSO Bentley has issued a £80 fine on 8/9/09 to a member of staff for serving alcohol to a person who was only 15 years old. As a result of this the regional manager for the company has arranged for further staff training to take place at the shop).

On 18/10/09 a local male received a £80 penalty notice for a public order offence in King street (within the no drinking zone). Having left the local pubs and whilst drunk his behaviour became abusive and insulting and having been advised by police officers to leave the area he continued with his behaviour and was arrested.

Throughout November we have noticed a decreased number of these type of incidents, due to our regular patrols and the drop in temperature.

Cycles without lights during hours of darkness

Some residents have expressed concern about the number of cyclists that are on the roads without lights during the hours of darkness. Now that the nights are getting darker much sooner the Neighbourhood team will carry out a campaign to target cyclists without lights during the hours of darkness and also those cyclists riding on the footpaths.
